Bluet and River Cycleway Europe Form Strategic Partnership to Advance Floating Active Mobility Infrastructure

River Cycleway Europe (RCE), developer of the River Cycleway floating active mobility and integrated clean energy infrastructure, and Bluet Oy Ltd., a Finnish specialist in floating construction solutions and waterfront development, with over 10 years of experience in demanding marine environments, have entered into a Framework Collaboration Agreement to jointly develop floating active mobility projects across Europe, with future international opportunities.

The partnership combines Bluet’s expertise in floating construction solutions and waterfront development with River Cycleway Europe’s floating active mobility system, creating new opportunities for cities to utilise underused water areas for sustainable transport, community spaces and climate-resilient urban development.

As cities face increasing congestion, limited space for new transport corridors, climate adaptation needs and growing demand for active mobility, floating construction offers a practical alternative where conventional land-based expansion is no longer feasible. By utilising existing waterfronts, floating solutions can expand cycling and pedestrian networks with minimal disruption to existing roads while adapting to changing water levels and supporting sustainable waterfront regeneration.4. The River Cycleway system is modular, fully removable and tide-adaptive, requiring no piling or dredging, making it well-suited to sensitive waterfront and lakeshore environments. Integrated clean energy generation is built into the waterfront structure from the outset, supporting the decarbonisation of urban transport networks alongside the mobility infrastructure.

The collaboration aims to help cities:

  • Expand active mobility without widening existing roads.
  • Unlock underutilised waterfront space for public use.
  • Improve climate resilience through adaptable floating construction.
  • Support sustainable waterfront regeneration and community-focused development.
  • Connect waterfront cities and rural greenways, including international cycling networks such as EuroVelo routes, to attract green tourism and active travel visitors.

Initially, the collaboration will focus on advancing pilot and feasibility projects in Ireland, while supporting future opportunities across Europe and selected international markets.

The partners are currently progressing feasibility and pilot discussions in Ireland and other European locations while preparing to present their joint case study at the 6th World Conference on Floating Solutions (WCFS 2026) in Singapore in October 2026.
